We are seeking a self-motivated, results-driven Business Development Executive to drive revenue growth and expand Outlier Technologies' presence within state Health and Human Services agencies. This role combines strategic relationship development with hands-on execution to identify, qualify, and secure new business opportunities across the public sector.
Position Overview
As a key representative of Outlier Technologies and the SansWrite platform, the Business Development Executive plays a critical role in shaping how government agencies discover, evaluate, and adopt our SaaS solution. This individual will engage decision-makers and influencers, build long-term partnerships, and position Outlier as a trusted GovTech partner delivering meaningful, mission-driven outcomes.
The ideal candidate has demonstrated success selling B2G or GovTech SaaS solutions, a strong understanding of government procurement and buying cycles, and the ability to translate complex agency needs into tailored, value-driven solutions. This role requires both strategic vision and disciplined pipeline management to balance market development with measurable revenue performance in support of Outlier Technologies' long-term growth objectives.
WHAT YOU WILL DO:
- Drive new business growth by planning and executing strategic business development activities across key government markets, both virtually and in person
- Represent Outlier Technologies and SansWrite through presentations, demonstrations, and direct engagement, increasing brand awareness and credibility with state and local government clients
- Build and maintain strong relationships with government leaders, professional associations, and strategic partners, while identifying client needs and delivering customized solutions
- Manage the full sales lifecycle, including prospecting and cold outreach, pipeline development (3.5-4x quota), accurate forecasting, contract negotiation, renewals, and extensions
- Monitor market trends, competitive activity, and public-sector policy developments while documenting client engagement and executing quarterly and annual growth plans using a CRM tool
WHAT YOU WILL BRING:
- 3+ years of SaaS sales experience, with a proven track record in B2G/GovTech and a strong understanding of government buying cycles, procurement processes, and competitive solicitations
- Demonstrated ability to manage complex enterprise sales cycles, from initial outreach through contract execution and client onboarding
- Results-driven, self-starter mindset, with the ability to work independently, overcome obstacles, and thrive in a remote work environment
- Strong executive presence and communication skills, including the ability to present credibly and build trust with government agency leadership
- Client-centric approach with the ability to understand agency needs and deliver tailored SaaS solutions; bachelor's degree or equivalent experience required
